Frederick O'Neill Gallagher was an Irish landscape painter who embraced the French Impressionist style during the early 20th century.

Little is recorded about Gallagher's early life and precise birth date in Ireland. Like many aspiring British and Irish artists of his generation, he travelled to France to immerse himself in the avant-garde art movements of the time.

Gallagher settled in Corbeil, a town situated on the River Seine just south of Paris. The scenic riverbanks provided the primary inspiration for his work. Living and working in France, he adopted a style heavily influenced by Claude Monet.

While living abroad, Gallagher maintained strong ties to the British and Irish art scenes, sending his finished canvases back home for exhibition. In 1910, he exhibited with the prestigious New English Art Club in London, a group known for championing Impressionist techniques. He also showcased his work in Ireland, capturing the attention of contemporary collectors.

Gallagher spent his later years in relative obscurity and is recorded to have died around 1937. Today, his work serves as an excellent example of the Irish contribution to international Impressionism. His 1915 oil painting, A View on the Seine, is preserved in the permanent public collection of the Ulster Museum in Belfast.
