Roger Roland Sutton Fisher was born at Dover, Kent on 3 August 1919, son of Arthur Roland Fisher (12 June 1884-13 March 1973), surgeon commander in Royal Navy, and his wife Eileen Frances May Best (1899-9 March 1966), only daughter of Dr W. J. Duncan Best, who married at St Mary's Church, Dover on 24 September 1918.

Roger spent some 37 years in the Royal Navy, which gave his pictures great authenticity and was elected to the Royal Society of Marine Artists in 1983. He exhibited at the Society of Marine Artists, at the Wapping Group of Artists and the Armed Forces' Art Society. He married at Westminster, London in 1948, June Audrey Foster and they lived at High Ridge, The Terrace, Snape, near Woodbridge, Suffolk.

Roger Roland Sutton Fisher died at Snape on 28 December 1992 and is buried in St John the Baptist New Cemetery, Snape. The Royal Naval Lifeboat Institution and Yarrow Shipbuilders hold examples of his work.
